1099-NEC, I have no dollar amount to go in Box 3 and 4 without it will not let me proceed forward. Should I put dollars amount in both 3vand 4?

I do not have W'2 to check for this box. I cannot find where the federal income tax withheld is located.

Where are you trying to enter that 1099NEC? Did you go to Federal>Wages & Income>1099Misc and Other Common Income>Income from Form 1099NEC?

I think you may be trying to enter the Form 1099-NEC in the W-2 form entry screen.

You enter the Form 1099-NEC in the Wages and Income area, then Other Common Income, then Income from Form 1099-NEC.
