TurboTax is working on that and promises a fix by Jan 27.

This is federally taxable if your income is high enough, but not to California state taxes. California did not state this is a refund of taxes paid rather a extra check to help with fuel, etc. The amount should be listed in Box 3.

Go to income or personal income in your return
I'll choose what to work on select continue
Go to "Other Common Income" and you will see 1099-MISC
select start, and enter the information

For CA taxes enter into your state return and click on the Start button that is circled in the image below to enter payment.
