      <description>&lt;P&gt;I can’t say for certain but if I had to guess- it’s likely that his refund was only $800 so that was all they could take. You’ll have to consult the IRS or a lawyer but this is the most likely possibility.&lt;/P&gt;</description>

      <description>&lt;P&gt;If less then the fill amount the IRS will send a letter in about 2 weeks explaining it.&lt;/P&gt;</description>
