topic Split Txns & Budget in Debt management

Does Mint allow setting up a monthly budget/spending plan and then tracking how close that is to reality throughout the month? I tried Simplifi and amazingly after I set up my monthly spending plan, it was showing the amounts spent on water, sewer, trash, gas as zero because they're inside the rent payment, which I have split out into the proper categories. That makes that tool unusable. Does Mint have this problem too?
