Can I deduct the cost the apartment complex charged me to have the apartment painted and professionally cleaned when I had to move? As well If I moved some of my items and had to buy a cover to protect them from the elements can I claim that?

Moving expenses are not deductible on a federal tax return unless you are active military on Permanent Change of Station orders.

Take note that you can only claim those moving expenses not reimbursed to you by the military. That's why I tell folks to claim "everything". It helps to provide documentation. You already know the military is not going to reimburse the amount you paid for carpet cleaning. But if the landlord required it as a condition of returning your deposit, (and you have documentation to prove it) then you claim it on your travel voucher anyway. Then, when not reimbursed by the military, that makes it a valid claim on your tax return.
