If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.

See this IRS website for information - https://www.irs.gov/newsroom/economic-impact-payments-what-you-need-to-know

I am not typically required to file a tax return. Can I still receive my payment?

Yes. People who typically do not file a tax return will need to file a simple tax return to receive an economic impact payment. Low-income taxpayers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file a tax return will not owe tax.

How can I file the tax return needed to receive my economic impact payment?

@Caswm57 wrote:

I understand the reply. However, it does not answer the question as to what "simple tax return" is needed to file.

I have not seen it stated what form to use or if it can be e-filed anywhere?

The IRS has changed the information on the website. It now reads -

I am not typically required to file a tax return. Can I still receive my payment?

Yes. The IRS will use the information on the Form SSA-1099 or Form RRB-1099 to generate Economic Impact Payments to recipients of benefits reflected in the Form SSA-1099 or Form RRB-1099 who are not required to file a tax return and did not file a return for 2018 or 2019. This includes senior citizens, Social Security recipients and railroad retirees who are not otherwise required to file a tax return.

Since the IRS would not have information regarding any dependents for these people, each person would receive $1,200 per person, without the additional amount for any dependents at this time.

The IRS has removed this previous statement -

<STRIKE>How can I file the tax return needed to receive my economic impact payment?</STRIKE>

<STRIKE>IRS.gov/coronavirus will soon provide information instructing people in these groups on how to file a 2019 tax return with simple, but necessary, information including their filing status, number of dependents and direct deposit bank account information.</STRIKE>

Non-filers of tax returns can now register for the stimulus using this TurboTax website - https://turbotax.intuit.com/stimulus-check/
