Until you file and the return is accepted by the IRS for processing none of your information is forwarded to the processing bank or the debit card bank.

I got an email that told me to set up the rest of my account. So do I just wait until I can file state. I was already able to file federal

Ok ... you must WAIT until the return has either been accepted or rejected by the IRS ... while the return is in a PENDING mode you cannot do anything. The email was sent early ... normally (once the IRS is accepting returns within 24 - 48 hours) you would be able to continue the process when you get the email ... however you are just early so you must wait.

AND the state cannot be filed until the fed is accepted ... again you must wait since you did not file both at the same time.
