Please see the Additional information in my answer. I would request a transcript of all W-2's and 1099's for the tax year where the IRS says you had to report form SSA-1099 to see if it has your SS number. Was it before your son turned 18? Perhaps that is the reason.

My son is Autistic and does not work. I am not married to his father. His father receives disability income and because my son is disabled, he receives a child/dependent payment from SSA. In 2016 my son received a total of $5,484.00. Where do I enter this information from a FORM SSA-1099 ?

Generally speaking, if your son's only income is Social
Security, he probably doesn't make enough money to be required to file a federal
tax return.

Whether or not his Social Security income is taxable depends on
his total income, including his Social Security plus any other income.

To determine if his Social Security income is taxable, all
you need to do is enter that income – See Where
do I enter an SSA-1099, SSA-1099-SM, or SSA-1099-R-OP1? TurboTax
does the rest!

If he doesn't have a TurboTax account, here are instructions to
set one up:

  1. Sign out of
TurboTax Online.

2. Select
the TurboTax Online product you want to use for the second
return and proceed.

  3. On
the Create your
account screen, set up a new login for the second return.

You can reuse your email address if you want
to receive e-file notifications for the second return.

Up to 5 accounts can be tied to the same
email address.

4. After you've created the new account, you
can start working on the return.

Tip: If you're preparing multiple
returns for family members, it's more economical to switch to the TurboTax
CD/Download software, which lets you e-file up to 5 federal returns at no
additional cost. More info

Thank you. I received a letter from the IRS 2 years ago after filing my taxes and the letter stated that I had not reported Social Security Income that had been reported by SSA. After numerous letter and documents to prove that I did not receive SSID benefits, the IRS fined me with interest on what they claimed I owed. I do not receive SSA benefits, yet my dependent does receive benefits. I do not want to be audited or fined by the IRS again. I followed your instructions and my sons SSA-1099 is not taxable. Yet still, there is no way to be sure I won't be fined again because there is nowhere to enter this information.

Your son's SSA-1099 should not be entered on your return at all. delete the form.
If you did put it in the prior year in question, that must have triggered your problem with the IRS.

File a tax return for him, showing that SSA-1099. It will have a taxable amount of zero.
That should protect you.

You'll have to mail it in.
