W-2 box 20 error ?

My return will not accept what my W-2 says goes in Box 20. Since I cannot change/fix the answer I tried to "File by Mail" but I choose that option it goes to a blank TurboTax screen.

Only enter Box 20 Locality name if you also have amounts...

Only enter Box 20 Locality name if you also have amounts printed in Boxes 18 and 19. If you do, type Box 20 name and also select the associated state code in the next box field. Last two boxes go together.

I am being told that they do not want the locality name in box 20 for my State Return. It already has Galion listed there. The message says they only want the locality 4 digit number. I do not know what Galion's 4-digit number is. I do have my 4-digit school district number, 1703. I just need to be able to get to it to change it on the W-2.
