I withdrew money from an IRA in 2017. I put money back into the same IRA in 2018 within 60 days. I’m in Turbotax Premier Deductions and Credits section. There is no option to declare this rollover occurred within the 60 day time limit and it’s indicating I have to pay a penalty instead of getting a tax credit because I have no Earned Income.

Enter the 1099-R form exactly has it is reported with its
box 7 codes. One of the follow up questions will ask you what you did with the
money.

Answer that you 'moved it to another retirement account'. The amount will show as not taxable on line 15 of your 1040.
