Why can't I leave From 1099-R Box 12a blank?

It keeps saying I have an error on my 1099-R box. But the box is blank and should be. I gone back to the Federal Taxes Tab to fix a number of times and get the same message. Help!

If box 12 State taxes withheld is blank, then make boxes...

If box 12 State taxes withheld is blank, then make boxes 13 even the 2 digit state ID blank along with box 14 all blank.

Thank you!! I saw many 'solutions' to the Box 12A problem on the 1099-R. But you offered the tip I needed: "make boxes 13 even the 2 digit state ID blank". I must have added "NY" to the form. Who knew a mistake that small will hold up all tax filings!
