I filled out my 1099R and the taxes paid, however there is no place I can see to put a reason (eduction) for the withdrawal. I swear last year that I was able to.

This comes a little later in the interview. Keep going through the screens and you will come to it. The withdrawal must be from an IRA to get an exclusion from the early withdrawal penalty.
