How do I submit a substitute w-2 form? When turbotax says "Do any of these uncommon situations apply to this W-2?" there is no box to check signifying a substitute.

The check box for submitting a substitute W-2 is near the bottom of the list of uncommon situations. It says "Substitute form."

It is right above the inmate option ... see the second screenshot in my answer ... if you don't see it then delete the W-2 and enter it again.
