I cannot file because TT thinks that my line 14 NYS with holding exceed my gross amount in line 1. I end up in a continuous loop trying to correct correct information. Cannot efile due to this error

It depends. Check to see if Box 16 is blank or has a lower amount than the tax withheld in Box 14. If this isn't the case, i would suggest deleting the 1099R and then re-eenter again just to break this loop. To delete.

On the left-hand menu, click Tax Tools > Tools. If using the desktop product, go to your forms mode.

Select Delete a form from the pop-up window. in th forms mode, locate the form, select it, and delete it when it appears in the right-pane of your return.

Find the 1099-R in the list and click Delete next to it. Delete all worksheets that might be associated with it.

Log out or close your return so the changes are saved.

Log back in again.

Re-enter your 1099R. Don't import it but manually add it back in again. Make sure all boxes 14-16 are filled in.

I have nothing listed in line 16. The previous years I did not have an issue.

How do I efile

Many 1099-R forms are issued that have state withholding in box 14, but no box 16 state distribution. If you open up your TurboTax program and edit the 1099-R, on the screen that says "Enter your 1099-R details from [account custodian]", you can take the amount from Box 2a and enter it in Box 16 on this screen. That should clear any errors about withholdings being greater than distributions.

I had the same problem. Tier 2 support confirmed that the fix was to enter the value from box 2a into box 16. This cleared the error condition and allowed me to e-file.

Also, when asked about the mismatch between my filled in box 16 and the empty box on the 1099-R sent from my financial institution, the reply was that this was ok and that it represented, "Standard procedure."

I'm not sure how this represents standard procedure because 2025 is the first time this has arisen for me.

Re: Box 14a? It seems that there can be multiple entries in Box 14 so the first entry is referred to as 14a. Finally, I can tell you that filling in box 16 made no difference to my final Federal or State numbers.

I hope this helps.
