      <description>&lt;P&gt;If, based on your past contributions, you are only withdrawing contributions now, there is no tax or penalty so you won't be asked about exceptions. &amp;nbsp;If you start drawing into conversions or investment gains, then it becomes an issue.&amp;nbsp;&lt;/P&gt;</description>
