Once your tax return is fully processed and you receive your refund or your balance due is deducted from your return, you can file an amendment.

When you do your amendment to add your 109r-R TurboTax will calculate your new refund or balance due based on your income and withholding. If your original refund was more than what you should have received when your 1099-R is added, you will have a balance due.

It's hard to say. It is possible that your return will be processed as filed and you will receive the refund indicated on your return. If this happens the IRS will eventually catch it and send you a letter proposing a change to correct your return by adding the Form 1099-R - unless you file an amended return before they catch it. It is also possible that their matching process identifies the missing form immediately and instead of a refund they will send you a notice of proposed changes to your return. If this happens, you won't have to amend your return, but it will delay any refund you are due after the 1099-R information is included.
