State Exempt-interest dividends vs state non-exempt

On the page where is asks Tell us more about your exempt-interest dividends, I select I earned exempt-interest dividends in more than one state and create a row for my State and one for the balance.

On my 1099 supplemental information, there is:

- Tax exempt interest (line 12) e.g. $100

- State/local tax exempt interest e.g. $10

- State/local taxable interest e.g. $1

For these two sub-rows, the amount needs to match line 12 so I'm not sure if I need to include the State/Local taxable interest of $1 or not. If I remove it from my state, does it go into the Multiple states row? It seems like it's taxable interest and should not be there but the Total needs to match line 12.
