Qualified retirement plan- box 13 not checked.

In the past I have contributed to my 403B plan, but did not make a contribution during 2023.

Box 13 is not checked this year. Should i respond no to "Are you covered by a qualified retirement plan?

If so, it would let me make a contribution to an IRA for 2023.

Under the circumstances, you should respond No to this question because no additions were made the 403(b) (or any other employer-provided plan) for 2023.
