topic 1099-R with $0 everywhere in Retirement tax questions

I have a corrected 1099-R from Principal as they issued a 1099-R for a 401k loan that was already deemed and reported 2 years ago. So the new 1099-R from Principal is $0 everywhere. I am running into a problem filing because it says my state withholding cannot be greater than or equal to the distribution. Thoughts on how to fix this?
