    <description>&lt;P&gt;My mom is on Social Security and normally does not file taxes because she doesn't meet the requirements to have to file, but last year Social Security started with holding federal taxes for some reason.&amp;nbsp; So she needs to file taxes in order to recoup that money, does she need to file state taxes as well since this is a federal issue?&lt;/P&gt;</description>
