I understand how to fill out the total distribution and taxable amounts part of the substitute 1099R, but I am confused by the codes in Box 7. Why would I use the P & J instead of an "8" - excess contributions plus earnings taxable in 2018?

My total over contribution was 250, and my gain was $9.97. For such little gain I don't want to amend the 2018 return in 2020. Also, I am under 59 1/2, so it is an early distribution as well.
