As I try to e-file TurboTax keeps sending me back to the entry on the Federal Information Worksheet: Disaster distributions.

No, if you received a disaster distribution between 2018 and 2020 then you need to wait for Form 8915-F before filing your return.

Please be aware Form 8915-F isn't ready yet. Please see IRS forms availability table for TurboTax individual (personal) tax products for additional information.

Once the section is available follow these steps to report any further tax to be paid or any repayment:

Login to your TurboTax Account
Click on the Search box on the top and type “1099-R”
Click on “Jump to 1099-R”
If you do not have any 2021 1099-R answer "No" to "Did you get a 1099-R in 2021? (If you have any other 1099-R then enter all 1099-R and after entering your last 1099-R click "Continue" on the “Review your 1099-R info” screen)
Answer "Yes" to the "Have you ever taken a disaster distribution before 2021?" screen

You mention that Form 8915-F isn't ready yet, but then your instructions say to click on "Jump to 1099-R". Do I need both of these forms? Also, the 8915-F does seem to be available when I do a google search for it. Do I need to fill that out and then somehow upload it to my documents?

I'm still not able to actually finish and E-file my taxes. I'm afraid I'll probably have to either clear everything and start over, or go to some other type of resource. Just can't get past that one issue to fix.

TurboTax fills out the 8915-F for you when you make your 1099-R entry and answer YES to Disaster Distribution, as @DanaB27 stated above.

When I follow the directions in the initial email, I can not see how to get to the link "Jump to 1099-R". I tried to attach a screen shot of what I get, but can't do that on this platform. What comes up when I type 1099-R into the search bar it gives me articles and answers to other questions about the 1099-R and reporting withdrawals from retirement funds. I simply can not see how to answer the questions that I did not receive a 1099-R, and can not get the software to finish my return. It keeps telling me that I need to fix something in my federal return, and I'm just not getting it fixed. Any assistance would be greatly appreciated.

Here is a better way to get to the 1099R

Go to federal>wages and income>all income
Retirement plans and Social Security>show more
Ira (401K), pension plan Withdrawals(1099R)

Then follow the instructions given by DanaB27. See if this helps.
