I entered my 1099R manually with a 0 in block 9a because my 1099R has a 0 there. Turbotax will not allow that. It places 0.01 to be accepted. When I leave 0.01 there and continue thru the steps it still says this has to be reviewed.

You won't be able to e-file if there is an error in the program. If both entries are blank and that is what you entered, you should delete the form 1099 entry and re-enter it.

If you transferred the Form 1099-R in from the payer electronically, delete the 1099-R form from TurboTax and enter it manually. Electronic transfers into TurboTax sometimes contain non-displayable characters that are erroneous but are not visible when TurboTax displays them.

Block 9a is the percentage of your distribution. You can simply leave it blank. That should allow you to move forward.
