The TurboTax online editions to include the Form 8915-E for Covid-19 retirement plan withdrawals was included in the software for a federal tax return on 02/25/2021.

If you have entered a Form 1099-R then delete the form and re-enter the 1099-R manually. After the form has been entered you will be asked on a following screen if the withdrawal was because of Covid-19.

Found a software update in windows 10 was the issue. Thanks Alan
