      <description>&lt;P&gt;The only explanation I've been able to come up with in test mode is that your income level is too high and thus phasing it out (disallowing it). If that is not the case, try re-entering the information and going through all the way to the end of the Federal Return so that the system is able to make all necessary calculations in full. See if that helps.&lt;/P&gt;</description>
