The TurboTax QCD question is tied to the RMD question so if you don't get the RMD question you will not get the QCD question either. If you are having issues getting it entered, please refer to this discussion for a possible workaround for this scenario.

Although TurboTax mistakenly ties the QCD question to the RMD question, there is no such tie in the tax code. An RMD can be taken as a QCD or not and a QCD can be part or all of your RMD or not.
