Why did PA deduct state taxes when I entered my pension 1099R

How old were you on 12/31/2020? PA exempts pension income for seniors age 60 or older.

The only way you get around not having Turbo automatically calculate a tax due is by entering the distribution Code 7 in the 2nd block as opposed to the first block which is not the case on my 1099R
