    <description>&lt;P&gt;My dad worked in India and retired there. He got his permanent residency and moved here. He is earning his retirement income in India and is filing his taxes there. He doesn't earn anything here. He is filing his taxes here and reporting his Indian income in form 4852. His gross income in the US is 0. He was able to get PTC (Premium Tax Credit) for his ACA medical insurance by filing his taxes, but he lives with us. He is moved to Medicaid under the new Illinois law this year. Does he still have to file his taxes separately to stay on Medicaid, or can we claim him as our dependent?&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;</description>
