The IRS collects payroll taxes on earned income which is what is reflected in your 1099-misc. No payroll tax was collected on that income so it is left to you to pay self employment tax on it. If you receive an amount in Box 7 of a 1099-misc the IRS considers you to have a business and looks for a Sch C in your return.

Received a 1099Misc. and box 7 is checked. The income is for renewal commissions (trail commissions) that I have been receiving for over 30 years that's when I retired. I am now 95+ years old living in a senior independent living facility and haven't worked or sold insurance for over 30 years. I do not have expenses why would I need a Schedule C and would this be reported as income therefore could possibly be subject to self-employment taxes, social security etc.? What is the best way to handle this to avoid problems?

Schedule C is where Form 1099-MISC box 7 income is reported on your tax return. Because you don't have expenses to deduct, you can use TurboTax Online Deluxe to file your tax return, or any version of TurboTax Deluxe Download/CD.
