To enter a 1099-DIV with foreign tax paid:

With your return open:

Click on Income & Wages at the top of your screen
Scroll down to Interest and Dividends
Click on Start or Update next to Dividends on 1099-DIV
On the screen where you enter the amount of dividends, check the box on that screen that says My form has info in more than just these boxes.
Add the foreign tax
