      <description>&lt;P&gt;If the gain that is decreasing is&amp;nbsp;&lt;I&gt;long-term capital gain&lt;/I&gt; (investments held for more than 1 year), and you are in the 10 or 12% tax bracket, the tax rate on your long-term capital gains is $0.&amp;nbsp; So even though you reduce the gain, it may not increase your refund.&lt;/P&gt;</description>
