One of my mutual funds reported approx 25% of income reported was derived from U.S. obligations .... But the fund assets are not invested in over 50% of U.S. obligations .... Can I still make an adjustment ( deduction) to my CT income for the value of the 25% .... Thank You ... Tony

Each state has its own rules and CT requires at least 50% of the funds assets be invested in US government obligation. Your fund at 25% fails the test so you cannot make any adjustment.
