      <description>&lt;P&gt;That depends on what you mean by "closed." &amp;nbsp;If the debt is completely written off and the lender issues you a 1099-C for the canceled debt, they are not allowed to make further collection efforts. &amp;nbsp;However, if the Dept of Ed has an open case against you and has a court judgment or debt on file for you, they can offset your refunds for as many years as it takes to get the loan paid off.&lt;/P&gt;</description>
