      <description>&lt;P&gt;The Lifetime Learning Credit is not refundable.&amp;nbsp; &amp;nbsp;It can only reduce tax owed down to zero.&amp;nbsp; &amp;nbsp;If she had no taxable income and will not owe tax, the Credit does not do anything for her.&lt;/P&gt;</description>
