How can I prove to the IRS that I didn't get a stimulus payment?

I never received EIP2 through a closed bank account.
I claimed it on my taxes as directed.
The IRS rejected this claim and declared that I owe $291.

You should have gotten a correspondence from the IRS explaining the adjustment to your tax return. You should respond to that notice and explain that you didn't receive your stimulus payment. The IRS will investigate and refund the additional stimulus if they find that it was returned to them by the bank.

I got a correspondence (1444-B) that stated that they issued the EIP2. Then I logged into the IRS site and it says $0 for EIP2. I then looked at my tax refund status on IRS site, and that's where it said they changed return (removed the $600). They said that they will be sending out the correspondence that you are referring to on April 5th. So I guess I'll wait until then.

I've also been calling every day trying to get through.

I'll keep calling and see what I receive via mail after April 5th.

Let me know if I should do anything else.

No, all you can do is wait for the IRS explanation letter. The letter generally has contact information so you may get faster answers versus calling the general IRS phone number.

To be eligible for the second stimulus payment, your adjusted gross income (AGI) is below,

$75,000 for individuals
$112,500 for heads of household
$150,000 for married, joint filers

You should receive $600 per individual plus $600 per qualifying child.

For filers with income above those amounts, the payment amount is reduced by $5 for each $100 above the $75,000/$112,500/$150,000 thresholds. This means:

An individual without children will not receive any payment if their AGI exceeds $87,000
A couple without children will not receive any payment if their AGI exceeds $174,000
A family of four will not receive any payment if their AGI exceeds $198,000

You can find your 2019 AGI on line 8b of your Form 1040.

FYI this response was not the best guidance. After receiving the 1444-B(they sent it twice), I should have run a trace for my EIP2. The guidance sent from the IRS on April 5th(CO11) to all individuals who had the economic rebate removed gave no additional explanation.

I called the number provided and they insisted that I already was issued EIP2 via mail. This was the first time they mentioned receiving anything via mail.

I now have to run a trace through the IRS (if I can get a hold of anyone) because of something they lost.
