While doing my 2019 taxes Turbo Tax is telling me that the IRS is still working on Form 8863. It is already 2/22/20 when will this form be ready?

Yes, the forms are ready to use.

Please make sure you have updated your program. Here are the steps:

If you are using the TurboTax CD/Download software program, open the program, from the top, under Online, select Check for Updates.
If you are using the online version, it's an automatic update when you sign in and out.

I got the email saying that form 8863 was ready on Feb 15th. I have been updating daily and it still has not been downloaded. How do I get this form?

The forms are ready to use. Are you using online or desktop?

If you are filing with TurboTax online, let's do these:

I would suggest you check your internet connection. Try to log out and sign back in the program.
You should also clear your cache and sign back into the program. To clear cache, click here: Cache
You may also try a different browser.

To update the program:

If you are using the TurboTax CD/Download software program, open the program, from the top, under Online, select Check for Updates.
If you are using the online version, it's an automatic update when you sign in and out.

The Form 8889 is ready for your use. Because of the updates the Old Form 8889 is still has residual information,

To correct the problem you will need to:

Delete the Form 8889 from your software
Clear your cache & cookies
Log off TurboTax then log back in.

To delete a form off of your return you need to:

Select Tax Forms in the Black bar on the left side of the screen.
Select Tools from the drop down menu.
On the Tools Center Select Delete a form.
Locate the form on the list and select Delete.
You will be asked to confirm the deletion.

To clear cache, click here: Cache

I deleted Form 8863. In order to do that I had to delete all of the related forms (1098-T and Info Wks).

I re-entered the information.

It did not help. It still says that form 8863 is not available even though TurboTax notified me that it was ready on Feb. 15.

I the form really not available yet?

Try updating your program if you are using the software version of turbo Tax.

The form 8863 is available. If you are using TurboTax online and do not have access to the form try using a different internet browser. If that does not help then clear your Cache and Cookies.

These directions are for a PC using Google as an internet browser

Follow these steps to clear cookies in Google Chrome:

Click the settings button in the top right of the window
Click ‘More tools’ > ‘Clear browsing data…’
Ensure the checkbox for ‘Cookies and other site data’ is ticked
Click ‘Clear data’

If you are using the desktop version of TurboTax you can switch to the forms mode, in the upper right hand corner, and then on the left side of the screen, click on Open Form. In the box that appears type 8863 and the form will down load into your return.

You can then add the information needed.
