The date to submit was originally 2 Feb and less than 24H later its now 9Feb.

If you are in a Partnership, once the Partnership return is filed, the K-1 is generated for you to file on your personal tax return. The Partnership tax return must be filed first. You will need your K-1 to file with your tax return.

I can't say for sure why your partner was able to file but it is possible that your partner filed without his K-1, not telling his tax preparer that he was expecting one.
