something is wrong. you gave them the only form they need the w-9. they are supposed to fill out and send you the 1099 also send a copy to IRS you may be involved in a scam. If I were you, I would tell him exactly that - "you have the W-9 and that's all you need you're suppose to prepare the 1099, I won't" don't expect the prize because if they were legit you would have gotten it once they had the W-9
