For tax purposes, disabled means

1. unable to perform gainful work

2. due to a condition that is permanent, lasting more than one year, or likely to lead to death.

Whether she could perform gainful work depends on the disability. But in practical terms, checking the disabled box for a dependent doesn't change your tax return unless the dependent is over 13 or 18 years of age.
