How do I enter West Virginia non resident tax withheld for sale of property?

In the Federal Taxes section, go to Deductions and Credit...

In the Federal Taxes section, go to Deductions and Credits, and scroll to Estimates and Other Taxes Paid. Then choose Other Income Taxes.

Next, scroll down to Other Income Taxes Paid in 2016, and choose Withholding not already entered on a W-2 or 1099. See the screenshot below.

Finally, enter the amount withheld for the state, and show the state. See the screenshot.
