1.Can i include copay and deductibles paid through FSA card under “Medical Expenses”? These expense includes child-birth, post child-birth consultation, and other illness for the insurance covered family members (myself, spouse and new born).
2. Few medical bills were processed in early Jan 2017 for which the actual service was provided in late Dec 2016. Can these be claimed under 2016 tax filing?

Per IRS Publication 502, "You can't include in medical expenses amounts for which
you are fully reimbursed by your flexible spending account
if you contribute a part of your income on a pre-tax basis
to pay for the qualified benefit."

Assuming your FSA account was funded with pre-tax dollars thru payroll deferrals, then you cannot claim medical expenses paid from that account.
