I have a definitive response from the Developers just today.

_______________________________________

The IL-1040 Schedule SA will not be supported by TTX for for 2017 IL taxes.

Thus, if you really want to use it, you will have to manually do it on paper forms, and mail in your IL forms .

Thus only the default blended tax calculation will be used by the TTX software.

(Or check with other software providers)

I am very disappointed in this answer. I am a first-time TurboTax user after several years using ProSeries (another Intuit product). I expected that TurboTax would fully support all state modules. I retired effective June 30, 2017 so 100% of my compensation was earned prior to July 1, the date the Illinois tax increase became effective. We also had significant other income prior to July 1, 2017. Bottom line, 100% of our Illinois income should be taxed at the pre-July 1 rate of 3.75%. There is a significant difference in tax by allowing the rate to be averaged, so yes it really makes a difference. Without Schedule SA there is no way we will be filing Illinois via TurboTax as we would be making a significant and unnecessary voluntary tax contribution to the state. I cannot be the only person in this situation. I am surprised by TurboTax's business decision not to update the software to include this form.

Not an acceptable response from Intuit. Intuit offered, and people paid for, a version of TurboTax which included the state return. If you look at the form IL-1040 in TurboTax, it has a check box for Schedule SA. If Intuit has that there, and they made certain commitments when they sold the product, they need to support it and provide it. Sounds like grounds for a class action lawsuit.

This is a deal breaker for me, might have to find another product next year, have been using turbotax for years, this makes a big difference in my return. I realize this issue wont be an issue next year but it is the principle of the thing.

I suggest you file the amended return before April 15th. If you wait until after the due date you can be deemed to have elected the blended rate method. There might be a technical argument if filed after the due date, but why take a chance.
