Are the cost of repairs to your house covered when excluded in your homeowners policy?

Sorry--no -- that is not deductible. Only losses that are the result of a federally declared disaster can be deducted.

Under current tax law, personal casualty losses are not deductible except for those attributable to federally declared disasters.
