      <description>&lt;P&gt;if you owe a debt that is eligible to be recovered by offsetting your tax return, then it can be offset. &amp;nbsp;Having a new child which increases your tax refund, does not protect the refund from being offset for prior debts.&lt;/P&gt;</description>
