The Virginia state income tax forms for tax year 2023 are not yet available in TurboTax.

The state forms are scheduled to be available on 01/18/2024 (subject to change)

The form is available but it still says I do not qualify.

You may qualify to claim the Virginia Earned Income Tax Credit if you qualified to claim an Earned Income Tax Credit on your federal income tax return.

However, If you claimed either:

the Credit for Low Income Individuals or
the Virginia Earned Income Tax Credit (non-refundable),

you will not qualify for the Earned Income Tax Credit (refundable).

The qualifications for the credit may be found at the Virginia Department of Taxation website here.
