      <description>&lt;P&gt;No, the DHS payments for childcare are not income to you. &amp;nbsp;The payments are made based on the childcare billing either directly to the provider or to the provider through you. &amp;nbsp;The amount paid therefore should not exceed the bill and therefore no income to you. &amp;nbsp;You should not get a form 1099 for these payments. &amp;nbsp;&lt;/P&gt;</description>
