If I received my supplemental property tax statements in California for FY 2022/2023 (both due in 2023) but paid them on January 5th 2023, can I still claim them on my 2022 taxes if I haven't filed yet?

No, in order to claim the property taxes on your 2022 return, you would have had to pay them between January 1, 2022 and December 31, 2022.

You can claim the taxes you paid in January of 2023 on your 2023 return.
