If you really did not have an High Deductible Health Plan in 2018, then you were not eligible to contribute to an HSA.

In the HSA interview (do a Search (upper right) for hsa (lower case), and jump to the result), when you are asked "Was [name] covered by a High Deductible Health Plan (HDHP) in 2018?", you must answer "no".

This will cause all HSA contributions to be declared as excess.
