For tax year 2022 you must have at least $2,500 of earned income before you are eligible for the Child Tax Credit.

If your only income is from VA disability you do not have any earned income and you do not need to file a tax return.

You could only do that on the 2021 return and now the old rules are back so you are out of luck. If your only income is the VA Disability then you have no reason to file a return again.
