Technically, I was living in Valparaiso, Chile on December 31 2018. However, the "learn more" hyperlink of #2 (#State of Residence) in Personal Information section of TurboTax, states:

"Your state of residency, referred to as your principal place of residence, is determined by some or all of the following factors (no single factor makes you a resident). It is the state where you:

- Own or rent your main home where you spend most of your time
- Intend to return to if you work, travel or vacation elsewhere temporarily
- Maintain your driver's license
- Maintain your primary bank account(s)
- Have strongest family ties
- Your children live and attend school
- Own or run your main business, especially if you live in that state"

I maintain my bank accounts, drivers license, and am registered to vote in Oregon as well as have my strongest family ties there. While I am living in Chile 18 months, I intend to return to Oregon.

So, do I incude "Foreign State Resident" or not since I intend to return?

Because you have meet the requirements to determine if Oregon is your domicile (the place where you intend to return), then you should not consider yourself as a Foreign State Resident for income tax purposes.
